Correct about the reroute.
The TOFC load was a b/o setout then, probably off a 100, and the RIP
location was used as pt of origin rather than CO. There was evidently some
urgency in getting it to CX, since Bingo was not a scheduled stop for this
train (then again, neither were Portland or Dover).

Related anecdote: In the summer of '89 I was photographing trains one
Saturday at Cresson PA when a TV (TV-12, I think) came through with a car
with a collapsed or broken A-end hitch; the trailer was leaning forward on
it's mate. Being a good citizen, I drove to the Cresson helper office, (as I
pulled up I almost wrecked my car's suspension in a giant pothole concealed
by a puddle) and informed the staff of the problem. They got the DS on the
phone and had me tell him about it. He was going to arrange for the car to
be switched out at Altoona. I'm not sure how they fixed it, since Altoona
did not have a Trailvan facility. They probably jacked up the trailer.
