I think these are probably a common, general purpose seal design, as we used similar seals on CN food service cars. At the end of each run, all non-perishable items (eg soft drink cans) were counted, recorded and locked up, and the cabinets sealed. As the car was prepared for the next run, the attendant would break the seal and take inventory, checking against the list, all with a RR official present.
