That raises a question as to rules.  The Erie had its own rulebook at 
the time, and probably most or all of the other C & WI owners had their 
own rulebooks.  What rules did C & WI use?  My guess is that each 
railroad's employees who operated over the C & WI had to learn and carry 
a second rulebook.  Can anyone shed some light on this?
