Seems to me that all railways who used upper case weren't necessarily 
shouting, just advertising, the farther away from the train that you could see the 
letters on the boxcar (LACKAWANNA case in point), the better that one would 
remember the railroad. Was it shouting? In an advertising manner, probably yes. 
Check out billboards the next time you drive along the freeway.
