As far as using library facilities (and I am addressing internet here access
here), many libraries keep a log so that everyone who wants to use a
computer can do so. You are allotted so much time (usually no more than an hour on
busy days), but at the end of the day, most shred the records. It is felt by
many that the Feds have no business monitoring internet access as it is a
violation of privacy to maintain such records.
As for checking out books, with an amble supply of photocopy machines, you
circumvent the record-keeping process by copying only the material of
particular interest to you. That is why (in my opinion) looking over library records
would reveal very little in the way of information was to who-looked-at-what.
If someone was REALLY out to do some harm, it would be all-to-easy to do so.
A stop at a local book store (i.e.: purchase of maps) and a visit to a
local train station (i.e.: obtaining schedules) would reveal more than enough
information on how to totally disrupt an urban area. Again, if the authorities
want to question who you are and why you are taking pictures is fine -- but
entering your name onto a terrorist watch list is way beyond any reasonable
security. This means that the first time there is any trouble in the area guess
who gets a knock on the door (if it is not knocked down instead).
Last I looked we still lived in the United States of America, right?
