I believe that NJDOT purchased the trainsets for the EL (and CNJ) to use. NJDOT used the black & silver scheme to keep them visibly different than railroad-owned equipment. If NJDOT equipment were moved from one railroad to another, it was a simpler matter to remove the small railroad identification on the engines and equipment than to repaint the entire engine. The museum for which I volunteer has a number of the stainless steel coaches which NJDOT bought from the Santa Fe for commuter service on the EL & CNJ. The only railroad identification was a small logo, one on each side of the car, which was fairly easily removed.
