I Doubt NJDOT would have Allowed those GP40Ps to go  they also had 
Financial interest in them Now If  the NJDOT had given up and abandoned 
commuter service that would allow B&O and EL  to take over those Diesels 
rspectivly but Obviously that NEVER happened......
