The environmental assessment is taking more time than expected, partly  
because of a historical review that must be done, said Ken Hitchner, New Jersey  
Transit spokesman. The historical review will determine if the project will  
affect anything of historic value in its path. 

hehe.. Oh man.. 
These people all have degrees too..  Historical review for what?  Theres 
nothing there... 
Hhm.. I wonder if a 22 year old tree that's grown thru the ties is now  
considered historic, and might need another 50 mil to study impacts of how it  
might hurt the tree's family's feelings if it were to be transplanted to a  
differernt neighborhood..
