Same thing happened during WWII with troop trains and POW trains. They rolling stock went where the military cargo was routed and worked its way back as conditions dictated.

Chuck Yungkurth found a letter in the files of the CO RR Museum where an agent out West somewhere at or near the end of WWII was asking for routing to bill the US Government. The cars were LV passenger cars that were being converted back to coaches from POW cars with the widow bars being removed and painted-over windows being cleaned before movement back to thee LV, their service and these features no longer being necessary.
