Thank you! for mentioning the opening of I-80.  The opening of the Interstate 
system and related highways is the "elephant in the room" too often ignored 
in these discussions.

If I recall correctly, Plan I was the plan where the motor carrier retailed 
the service using its own trailers and contracted with the railroad to haul 
them.  UPS was supposedly a form of Plan I.  I recall references to "Plan I 
divisions" which implies that the railroad and motor carrier were each included in 
a published rate.
