"File A" refers to directives from the Division Car Distributor. He distributed empty cars for loading, and arranged for return movement of foreign cars not needed to protect loads. "A.C.E." was Alva C. Elston, the Superintendent of the New York Division. The message was an order to the agent at Great Notch to move NYC&STL car 16100 to the New York Central at Buffalo. Still dunno for sure what the S&R or I&R really means.
