That's a very good point. Certainly, in electrified territory--e.g.
Morristown Line--there should never be an issue in posting the speed
limits.

Amtrak has an answer to a tamper proof permanent speed sign. They are in
the
catenery wires above the trolley line, in advance of each restriction.
