"I & R & Bill NYC&StL 16100 NYCL Buffalo." could mean "Inspect and Repair and issue a waybill to move Car NYCStL 16100 to New York Central Lines at Buffalo." At that time the New York Central controlled the Nickel Plate, and it was operated as part of New York Central Lines. The car was probably empty, moving on home route authority. The "A.E.C." is probably the same official who sent baggage car 815 to Conductor J. R. Udall at Great Notch. Those car movement directives were usually sent over the initials of the Superintendent of the division.
