Hmmmm. Not what you said, but there was an Ellenville and Kingston (part of O&W) FY02-12/02. The note says "operated by another existing railroad under under terms of an operating agreement." Page 48, 1984 Edition of William D Edson's "Railroad Names." The E&WV might have been another paper railroad that didn't quite make the grade. Literally or figuratively.
