I did a model of the Jersey City tower you are talking about for possible production by TK Models way back when. It was done from plans obtained from the railroad courtesy of Ed Kelsey. Unfortunately, I am packing for a move back east in three weeks, so I can't look for them now. The parts for the kit were cast (windows and other details) and the sides cut from wood. If you can, email me back toward the end of July (give some time for unpacking and settling in) and I will see if I can find the info or even the parts. The kit never actually went into production.
Yes, the Levittsburg tower was the same construction/plan.

Not sure where to get the drawings, but the Erie cinder block towers also included:
"Flat face" cinderblocks:
BJ (Rutherford, NJ)
FW (Buffalo, NY)
"Rounded face" cinderblocks:
Cass Street (Hornell)
SR (Susquehanna, PA)
WJ (Ridgewood Jct, NJ)
Leavittsburg, OH
Although these were all cinder block towers, most are of different designs. I don't think there was such a thing as a "standard Erie cinder block tower" (though the wooden ones were more common and seemed to have similar designs)
