I think you're right. Since it was initially thought that the MUs were
going to be replaced by the late 70s (when the Arrow IIIs arrived), I'm
sure that EL, then Conrail, then DOT, then NJ Transit didn't think it was
worth the cost of equiping them with radios. Little did they know that
they would survive until August 1984, making the last few years a true
adventure (especially in the winter) for the engineers without radio
contact.

Hard to believe by today's standards and regulations, but I seem to recall
that the former DL&W MU Cars were NOT radio equipped.
