If there's a "substantial increase," then why significantly reduce the line
to single track? I understand the expense of maintaining both, and true, it
probably isn't needed with enough passing sidings.

CP is pretty friendly with NYS&W, but you're right - CN doesn't have a
current NYC terminal. Hmmm.....  I'd also like to know why the line is being
leased to CNY for only $1/year? I'm assuming it's easier for NS to lease it
than to pay to scrap it (and raise the ire of New York State, who funded a
big rehab of this line two decades ago)

True, but methinks that NJT wouldn't stand for adding (EEK!) more freight
traffic to its lines.

Walter Rich has been the master of doing this. The rebuilding of the NYS&W
(both northern and southern divisions) has been almost entirely paid for by
State funds. Admirable job, too, when you think about it.
