Chuck -- #21 was to get people into the Poconos, not through them. It made stops that #3 would have had to otherwise. It would be interesting to know if the timetable showed a restriction on #21 as "stops to discharge passengers only." This would make any such times just a guess and would put no requirement on #21 to wait at a stop for the schedule to catch up. (I realize it went up the Boonon Line.) I guess what I'm getting at is why would the Lackawanna run the train if the folks on the line could wait for the "real thing"?
