Chuck; I have a copy the DLW rules in 1925 at; http://raildata.railfan.net/dlw/dlwsig25.jpg I'm now looking in an EL 1964 BOR and it shows Stop on the 2 head style DLW signals a single red in the upper head and a dark bottom head. That's Rule 292: STOP. And would be an absolute indication at an interlocking. The Stop and Proceed, Rule 291, is the same aspect on a 2 head DLW signal, but with a number plate. The 1925 Red over Yellow aspect is gone. Curiously, this 1964 EL rule book doesn't show an aspect for Rule 290; Restricting, on the 2 head DLW signals. Perhaps someone else could shed some light on that situation....
