I haven't looked at it in complete detail, but it does include info
about getting plans to build one.  At a minimum, the contacts on this
site should be an excellent start.

Greetings,
   First off I would like to compliment your organization on the
wonderful website you offer. The reason for contacting you is I'm
looking for a hand car or at least the mechanical drawings for one. I
live in the Cleveland area next to the Erie RR tracks that used to run a
commuter line from Youngstown to Cleveland. The line is out of service
for the past nine years and would be a wonderful place to run a hand
car. If you could help with any information I would be grateful. Good
