  With the mileage at 126.8 from Port Jervis to Binghamton, the running time 
each way will between PO and Binghamton will be about 5 hours, 10 hours for 
the round trip. Note that this will be running as an Amtrak train, thus the $25M 
liability that NS requires should be waived.  Their proposed schedule may not
