I seem to remember reading somewhere that GF originally wanted to buy a lot of 100 of these cars, and were painted up in blue paint, but they decided they 
didn't want to get into railroad car ownership, and so got their connecting railroads (BN and EL) to purchase them - EL got 75 (and left them in the GF blue) while BN got 25 (which got repainted BN green)
