It seems so.  Look at the Branchline ad in the Dec. 03 issue of Model Railroader (pg. 100).  They're bringing out a model of a pre-WWII creamery with two buildings, one for the creamery itself and the other of an icehouse.  The ad states that they are based upon buildings built in Campbell Hall, NY.  
 
Also, they're introducing two buildings, one a house and another a store, both based upon prototypes found in Livingston Manor, NY (IIRC is in the heart of NYO&W territory).
 
Looks like Schulyer called it right.
