Alan -- You have to consider who owned the CB&Q --

Great Northern      and     Northern Pacific 

Neither was about to give the other any advantage in transcon traffic, so any merger would have to have included all players -- arousing ICC interest.

Although a "Lackawanna Zephyr" would have been fun, I can't see Phoebe hitting the coast.
