Chuck's right here. The only relevance the 2- or 4-stroke engine might make is how quickly the engine "loads" - i.e., how responsive to the the throttle it will be.
Biggest factor in tractive effort is, obviously, locomotive weight (how much "stick" to the rail does the unit have)
