I am beginning to think that many do not know what a "Drawbridge" is. 
It is a bridge that can move or open by turning 90 deg in a horizontal
plane.  
If an oil or gas line were installed in the center of the pier and the
vertical pipe had a swivel joint then a land based fuel supply would
work.  But a rather expensive fix for a seldom opened bridge.
