One thought that fits in with this discussion on unbalanced
funding is that in the late eighteen hundreds the railroads
worked very hard to get as much income as possible.  The
uncontrolled rate structures they used made millions for
them and harmed the shippers and buyers.

The western roads received lots of free land for the
construction of the RR's.  The sale of the land was supposed
to pay for the construction but lots of it was siphoned off
by the owners to line their own pockets.

History tends to be a pendulum and for the last years it has
been against the railroads.
