The photo is of a weed spray train.  The train was shoved, usually by a GP-7. 
 The box car was owned by the spray company, forget who it was.  The spray 
product was in the tank cars.

The photo was DEFINATELY taken at Jamestown.  That's the old Jamestown City 
Light plant in the background which is now known as Jamestown-BPU (Board of 
Public Utilities).  The 'cross' tracks were used to hold wheels for change 
out for defects.
