Those terms are usually reserved for the City of Erie itself!!
More bad times there lately, GE's locomotive division is 
going to lay off 900 employees- The company won't actually call
them permanent, but unless production woud exceed 400 units 
per year, they won't be back, and there are only orders for
around 200 for 2003.
