That's partially right, but partially wrong also.  They may have ordered 
specific items for specific engines, but the 1200 and the 1201 were not the 
only units to go to the Jefferson Div.  There were a large batch ( low 
numbered units )  that went right there from EMD. Plus that still doesn't 
explain the headlight?  What did the Jefferson Div have to do with that 
headlight?
