Hi, list.
The article in the Diamond speaks of various "plans" of piggyback traffic without fully explaining them. I thought the group might like to know which was which.
Plan I -- railroad carries motor carrier owned or leased trailers
ramp to ramp.
Plan II -- rairoad carries its own trailer door to door for shipper.
Plan II 1/4 -- as above, but with only pickup or delivery, not both.
Plan II 1/2 -- railroad carries railroad trailer ramp to ramp.
Plan III -- railroad carries customer (shipper) trailer ramp to ramp.
All the above on railroad-supplied cars
Plan IV -- railroad carries shippers' containers on shippers' cars
terminal to terminal.
Plan V -- railroad carries its own or motor carrier trailers on its own cars under joint motor/rail rates door to door.
Plan VI -- railroad substitutes trailer for boxcar in LCL (less car load) service on LCL, not piggyback, rates.
Plan VII -- railroad substitutes trailer for boxcar in car load service on CL rates (railroad option).
Plan VIII -- USMail on contract rates.
Plan IX -- Express (REA) on conventional rates.
Each plan had advantages and disadvantages in rates, service levels and responsibilities, liability for damage, and liability for delay of equipment.
All this pertained before deregulation, when rates were published and adhered to -- and, for Plan IX, when there was an REA.
