Rich, I don't think that the timing of events in history quite bear out your
theory here.

The C&O Texas types were >built< in 1930.  The ERIE's design for a Texas
type was >drawn< in 1930, so I'd surmise that the ERIE version was the
extension of, the elaboration on, the C&O's simple stretching of the ERIE
Berkshire.  The C&O design is essentially a Berk with too many drivers to
still be a Berk.  But the ERIE's design is a re-thinking of what a 2-10-4
could really be if you have the clearances.

I don't have enough grounding in the complete roster of all 2-10-4's to
know, but I'd guess that the ERIE design might be bigger than any that were
actually built.

And of course, we all know that the PRR was forced to copy the C&O engine,
but that figures.  C&O/ERIE had the idea for these engines 12 years and half
a war before the PRR even knew it needed engines like this . . .
