Looks like the unit to the right got the same treatment... black above the frame only. Even though it's fresh and glossy, it looks chipped or peeled already along the edge of the top of the hood - like it just had paint thrown at it, with not much prep done beforehand. Could it be they didn't expect these to last too long so painted them with leftover PC black instead of blue? The number stencil is odd, too; I can't place where I've seen them before (CNJ? freight car of some sort?). Weird!
