Tim,
As a member C-serve's TrainNet Forum, I see that they have a section on STB
and DOT reports that include abandoment petitions back to 1996 that I could
quickly find.  There may be more archived somewhere. How complete they are I
don't know, I don't use them.

have done a few searches and have not found them.
