(erielack) Cutoff Restoration

I haven't heard anything for a while about the proposed Lackawanna Cutoff 
restoration project.  Is it an active project between New Jersey and 
Pennsylvania, or is it still on the drawing board?  I know that the NIMBY's 
would be actively opposing it, but is it being funded by either of the 
states and/or federal funds?
