Kevin:
The ELHS "Extra Board", Volume 9, No. 1 - March 1989, has an article by
Dennis R. Yachechak and Henry J. Gund about the C&E. In summary, the C&E
was incorporated on 9/5/05 for the purpose of constructing a 13.2 mile
low-grade bypass of the old main line. Additionally, under the C&E, the
Erie double-tracked the main line between Lakewood and Niobe - 8.3 miles.
The C&E was a "paper railroad" organized by the Erie to undertake these
projects. It was formally absorbed by the Erie on 12/22/41.
I seem to remember evidence of a relocation between Lakewood and Niobe
on some topographic maps that I once looked at. Maybe this was done under
the C&E. I don't believe there was any separate, competing railroad between
these two points. There wouldn't be any reason to. The area is, and was,
very rural.
On a personal note, my great-great-grandfather lived in Niobe and served
in the 9th NY Cavalry during the Civil War, returning home there afterwards.
