Steve,
Amtrak has a record of selling it's worst performers to other railroads
(consider the E60s) and sometimes the contractor who "rebuilds" them does a
lousy job (i.e. some of the GPs rebuilt at Altoona). The engines look nice but
perform badly. In the case of the 4191/92 the cab were extremely noisy, the
ride was rough best, and the engine pulled poorly. Both were sent back for
modification but complaints from the engineers still persist.
