 Taxes probably aren't the issue here. There is really NO business on
this line. As far as Regulation:  AHH The ICC was abolilished and the
STB really is pathetic as far as being concerned about Public good I.E 
Conrail Breakup/ UP SP etc. I suspect NS would find trains to run on the
line if given some Corporate Welfare or had a sports team.Mark
