It makes total sense for NS to ditch the line. There is no long-term win for
them in the commuter district east of Dover.
If route capacity is ever a need, the CNJ makes a much better alternative
(and can be stack friendly) than the Lackawanna. I would bet a double
tracking of the LV would be all that is ever needed by NS in the corridor.
The Dover frieghts would make a nice shortline operation.
I would expect to see the Washington Secondary sold long before the Cement
Secondary.
