If the road goes over the railroad then the rr is most likely in a cut or on level, most likely the former. To dig an underpass would be extremely expensive. Bridges do wear out and need to be replaced. An example of a bridge being replaced when it was not needed is the one over the Wayne Industrial Track on Riverview Road just north of Rt 80.
