Saved for the two or three people per day that would use it?  If the
road goes over the railroad then the rr is most likely in a cut or on
level, most likely the former.  To dig an underpass would be extremely
expensive.  Bridges do wear out and need to be replaced.  

An example of a bridge being replaced when it was not needed is the one
over the Wayne Industrial Track on Riverview Road just north of Rt 80. 
It was replaced after the Boonton Branch was abandoned as a through
route there.
