For those that missed this, from the Railpace HOT News section:

AGREEMENT TO REOPEN THE OLEAN SECONDARY:
Norfolk Southern and New York Governor George Pataki have
concluded an agreement that will allow for the reopening of the Olean
Secondary (former Erie R.R. mainline) between Hornell, N.Y. and the
Pennsylvania State border. Details of the deal have not been announced.
