(erielack) Tower Designation

I got the file fixed.  Sorry, I missed the title.  I also noted some
problems in the OPS page which I also fixed.

I sit here in Albuquerque NM watching Atomic Trai while doing this
work.  I guess I shouldn't rush t oget things on line.

I would guess that letters could be reused once they are in a new
district.  The letters were used between the dispatcher and operators
in their area.  I will continue to add the states to the list.
