This is suprising on two levels and not on a third. First, it will suprise me 
if they run  to Scranton by 2004 (though I am hoping!). Secondly, it would be 
extremly myopic not to route at least some Scranton service to NYP at the 
start (replacing an M&E train or two, if needed).

Of course, the reason it is no suprise is that the government runs the 
trains, thus logic and customer service planning do not apply.
