Service will go from Scranton on the DL&W through Mt. Pocono, E. Stroudsburg, 
Del Water Gap etc. (those are not necessarily the exact station stops). Then 
it will run over the Lackawanna cutoff on to Dover and then to Hoboken. Later 
on after 2004 they will likely add service NYP on the same connection used 
for Mid-Town Direct trains.
The cutoff will likely be double tracked as it was in the 1950's. Trains will 
be operated by NJ Transit in conjunction with the Lackawanna and Monroe 
County Rail Authorities. The $160 million project is funded by Fed Dot under 
PL 105-178 part of the TEA-21 act ($6 biilion with a "b").
