I don't recall hearing about engine service facilities over there -- might the equipment in question be a generator and cables to charge the battery if (when?) necessary to start the engine? I doubt the locomotive would have been left running when not in use, for security and air pollution considerations. I missed the earlier discussion of this unit, sorry if this has been sorted out already...
