As long as you completely redraw the plan from scratch, there is no
copyright issue since his map is factual information. You can interpret the
map in any way you'd like, but the point is, it isn't an "original work" -
i.e., he didn't make up this neat track plan, it exists and he just
documented it. It is only a copyright violation if you take the map verbatim
and put it up on a web site.

A friend of mine has valuation maps of the entire Jersey City terminal, I'll
ask him what he can do to help...
