it's certainly possible they could be delivered out of order - 5513 was the "first" GP30 (RDG). short of pictures, I'd compare dates - when were they ordered, when were the first ones delivered (Larry D.'s article in Diesel Era a few months ago might help there), and when Schoemaker took over and made the paint change - One thing - all black sounds like it could be a primer, also, with the lack of lettering possibly taken from another order or something like that.
