I checked my slides and found I have a picture of that tug boat in Port Newark. It was taken on Nov 9, 1986. The tug was named "Elmira". It did have the large green painted-over diamond on the side of the stack and a wooden name plate on the side of the pilot house reading "Elmira". Looks very ex-EL to me. BTW, the tug was docked next to an ex-PRR barge (or lighter or whatever, the kind with the enclosed cabin on top of the deck) which had a big PRR keystone on the side of the cabin.
